It looks like you confuse worlds with servers. GW2 currently has only 2 databases (servers), NA and EU. Worlds are subsections of those databases and are actually not different servers, irrelevant outside of wwv and are going to be no more soon-ish. What you are asking for is a 3rd data center just for OCE which is no justified by the numbers.

Its probably one of the best server systems in an MMO. You can always play with your friends, you never have to worry about your server dying and having to spend money on a transfer. To add a friend, visit the Friends tab in Parsec. You can either search for a friend's username or use their unique Parsec ID. Your friend will need to approve the request before you can connect through the program. According to Parsec, each friend receives the least amount of permissions by default. You can adjust these permissions if needed.

Simply add them to party, get them to stand near the entrance to an area (Near a portal) and rejoin continuously until you're in the same "channel". the best way is to go into Divinity's Reach and click to "Queue" instead of "Join". That being said, I see there being only one way that GW2 can do OCE servers, and that's how WoW has done it: Local home servers that all OCE players start on. When the local population is high enough you stay on that server. However, when the local population drops, you move to a US server shard. It's the same with groups.

They aren't going to spend money to host new servers for a port to a different PC launcher for a game that hasn't been updated in 3 years and who's only remaining 'team member' is a server technician who normally works on apex or battlefield, but is sent to work on GW2 from time-to-time whenever the AI running it
